      Recently, Liu Xin, President of Sinoma Energy Conservation Ltd., led a team to conduct special safety production inspections at Wuhan Building Material Industry Design & Research Institute Co., Ltd.'s Xianning Dawushao Project and Sinoma (Chizhou) Energy Conservation New Material Co., Ltd. The team also provided on-site guidance on project construction and factory operations. Meng Xiangjun, Chief Financial Officer and Board Secretary of Sinoma Energy Conservation Ltd., accompanied the inspection.

       


      During the inspection, Liu Xin listened attentively to reports from the operating teams of Wuhan Building Material Industry Design & Research Institute Co., Ltd. and Sinoma Energy Conservation (Wuhan) Co., Ltd. on topics including marketing strategy, cost refinement management, full-cycle project control, HSE system development, and the integration of Party-building efforts. He gained in-depth understanding of market expansion initiatives, practical difficulties encountered during project construction and production, and accumulated hands-on experience. He also engaged in detailed discussions with participants on further improving operational efficiency, strengthening risk prevention and control, and expanding business, offering constructive guidance.

      Liu Xin and his team visited the construction site. In line with the special rectification plan for construction projects, they conducted a thorough and detailed review of key areas including project management model, safety management, quality control, cost management, and schedule control. Liu Xin specifically verified safety protection measures in high-risk work zones, inquired in detail about the implementation of the project's safety management system, and provided targeted guidance on hazard identification, environmental protection equipment operation, and other related tasks.

       


      Liu Xin fully affirmed the progress achieved since the start of the Xianning Dawushao Project, encouraging the team to continue their efforts with high standards and strict requirements to coordinate safety, quality, schedule, and cost management. He put forward five requirements for the next phase:  

      1. Draw lessons from various safety accidents, using them as warnings to drive improvement, and fully integrate the "Five Prohibitions" throughout the project construction process.  

      2. Focus on tackling root causes, strictly follow the special construction safety enhancement action plan, the Group's "32 Measures," the company's "36 Measures," and the "38 Measures" of the three-year root-cause elimination campaign. Pay close attention to high-risk links, conduct comprehensive risk assessments and rectifications without blind spots, and ensure the "Ten Hard Measures" are implemented in full and produce tangible results.  

      3. Strengthen full-process control over subcontractors. Given their high mobility and weak safety foundation, provide customized safety training and emergency drills.  

      4. Ensure sufficient safety investment, standardize the management and use of safety funds, and ensure that all safety protection measures and environmental facilities are in place and operating effectively.  

      5. Build a high-quality benchmark project. While ensuring timely delivery, strictly control quality to create an exemplary project that stands the test of time, practice, and the market.

       


      Sinoma (Chizhou) Energy Conservation New Material Co., Ltd.

       


      Liu Xin inspected key production processes of the intelligent production line, including batching, sheet forming, stacking, demolding, and steam curing. He observed equipment operation status, on-site work order, and safety management at the factory, and inquired in detail about workflow management, routine hazard identification, and frontline operator management. He also led the team in viewing a video on full-chain management of hot work operations. Regarding the next steps for safety production at Sinoma (Chizhou) Energy Conservation New Material Co., Ltd., he put forward five requirements:  

      1. Strengthen the safety mindset. Each shift should regularly conduct safety education, incorporating Group and company requirements as essential learning content, and reinforce safety concepts through case studies and on-site practical explanations.  

      2. Focus on high-risk activities and implement full-chain rectification. Using hot work as a starting point, strictly enforce closed-loop management including "pre-approval, in-process supervision, and post-operation review" to prevent and mitigate major safety hazards at the source.  

      3. Strictly enforce rules and standardize operations. Management must lead by example in following rules, maintain zero tolerance for violations, and ensure that rules become an unbreachable "high-voltage line."  

      4. Optimize on-site control and reinforce safety fundamentals. Conduct regular hazard identification, handling small issues without overnight delay and major issues without procrastination, to build a solid safety defense from the details.  

      5. Strengthen supervision and accountability, and establish a long-term mechanism. Encourage employee participation in safety supervision, improve reward mechanisms for reporting valid hazards, and give recognition and rewards for substantiated reports, fostering a strong safety culture where everyone values, acts for, thinks about, and prioritizes safety.

       

      This inspection not only accurately identified weak links in project construction and production operations but also clarified key directions for subsequent work. Next, the Wuhan Building Material Industry Design & Research Institute Co., Ltd. and Sinoma Energy Conservation (Wuhan) Co., Ltd. teams will strictly implement the inspection requirements, refine work measures, and assign clear responsibilities, advancing all tasks with stricter standards and a practical work style, thus injecting strong momentum into the company's high-quality development.
